Which States Place At The Top?

The same three states seem to place at the top nationally each year for ACT scores. They slightly shift around trading first, second and third positions.


Students taking the ACT rose an average of .2 this year, overall. As a whole, scores are up.

Who's #1?

Minnesota is first this year with an average of 22.5 on the ACT.

Who's #2?

This year there is a tie for second place.

  • Iowa averages 22.3
  • Wisconsin averages 22.3

The ACT national average is 21.2. The top possible score is a 36.

Iowa Ethnic and Racial Groups

Iowa ethnic students have gained, as well.

  • Average national Hispanic student--18.7
  • Average Iowa Hispanic student--20.1
  • Average national Asian American--22.6
  • Average Iowa Asian American--22.7
  • Average national American Indian--18.9
  • Average Iowa American Indian--20.5
  • Average national African-American student--17
  • Average Iowa African-American student--18.5

Minnesota, Iowa and Wisconsin have historically placed at the top for ACT tests. Ironically, Iowa teachers are some of the lowest paid in the United States.
